FSW – Federal Skilled Worker Program

The Federal Skilled Worker Program (FSWP) is one of the three immigration programs managed under Canada’s Express Entry system. It is designed for individuals who have skilled work experience and wish to become permanent residents of Canada. This program is for those who meet the required qualifications and can contribute to the Canadian economy by filling high-demand roles.

Eligibility Criteria for the Federal Skilled Worker Program (FSWP)

To apply for the FSWP, you must meet certain minimum requirements in the areas of work experience, language proficiency, education, and other factors. These requirements are as follows:

  1. Work Experience

You must have at least one year of continuous, full-time (or equivalent part-time) skilled work experience within the last 10 years in a National Occupational Classification (NOC) skill level 0, A, or B occupation.

  • NOC 0: Management occupations (e.g., restaurant manager, executive).
  • NOC A: Professional occupations (e.g., doctor, lawyer, engineer).
  • NOC B: Technical occupations and skilled trades (e.g., electrician, plumber, chef).

The work experience must be paid and cannot be self-employed work or volunteer work.

  1. Language Proficiency

Language skills are an essential part of the FSWP eligibility. You must demonstrate your language ability in English and/or French by taking an approved language test. The most commonly accepted tests are:

  • English: IELTS (International English Language Testing System)
  • French: TEF (Test d’évaluation de français)

The minimum required language levels for each skill (reading, writing, speaking, and listening) are:

  • Canadian Language Benchmark (CLB) level 7 or higher for English, or Niveau de compétence linguistique canadien (NCLC) level 7 for French.

For example, if you are applying with English, a CLB 7 would require:

  • Listening: 6
  • Speaking: 6
  • Reading: 6
  • Writing: 6
  1. Education

You must have completed secondary education (high school) at a minimum, and ideally have post-secondary education (college or university degree) to improve your CRS score.

  • If your education was completed outside Canada, you must get an Educational Credential Assessment (ECA) from a recognized organization to verify that your qualifications are equivalent to Canadian standards.
  • Higher education (such as a bachelor’s degree, master’s degree, or doctoral degree) will improve your chances of being selected.
  1. Proof of Funds

To demonstrate your ability to support yourself and your family when you arrive in Canada, you must show proof of sufficient funds. The required amount depends on the size of your family. The government uses this to ensure that you will not rely on social assistance upon arrival.

  • No job offer: If you do not have a valid job offer from a Canadian employer, you need to show proof of funds to cover your living expenses.
  • With a job offer: If you already have a job offer from a Canadian employer, you may be exempt from the proof of funds requirement.

The funds needed are based on the number of family members accompanying you. For example, as of 2025, the minimum required funds for one person is approximately CAD 13,000.

To qualify for the FSWP, you must score at least 67 points out of 100 on the Selection Factor points grid. The points are awarded for the following factors:

You and your family members must undergo a criminal background check and medical examination to ensure you meet the requirements for entry to Canada.

How to Apply for the Federal Skilled Worker Program

The FSWP is managed under the Express Entry system. Here are the steps for applying:

Step 1: Check Your Eligibility

Make sure you meet the minimum eligibility criteria for the FSWP. Use the Canada Immigration Points Calculator to determine if you meet the 67-point threshold.

Step 2: Create an Express Entry Profile

If you meet the eligibility criteria, create an online Express Entry profile. In this profile, you will provide details about your work experience, education, language proficiency, and other personal information.

Once you submit your profile, you will be placed in the Express Entry pool of candidates. You will be given a Comprehensive Ranking System (CRS) score based on the information in your profile.

Step 3: Receive an Invitation to Apply (ITA)

The Canadian government conducts regular draws from the Express Entry pool. The highest-ranking candidates are invited to apply for permanent residency through a Invitation to Apply (ITA).

If you receive an ITA, you have 60 days to submit a complete application for permanent residence, including documents such as:

  • Proof of funds
  • Language test results
  • Educational Credential Assessment (ECA)
  • Work experience documents

Step 4: Submit Your Application

After receiving your ITA, submit a complete application for permanent residency through Express Entry. If the application is approved, you will be granted permanent resident status in Canada.

Step 5: Wait for Processing

Processing times for Express Entry applications are typically around 6 months or less, provided that all documents are submitted accurately and on time.

Additional Factors to Consider for FSWP

  1. Provincial Nominee Program (PNP):
    If you are not selected from the Express Entry pool but have a valid job offer or meet specific requirements of a particular province, you may be nominated by a province under their Provincial Nominee Program (PNP). A PNP nomination can add 600 points to your CRS score and virtually guarantee an ITA in the next draw.
  2. Job Offer:
    Having a valid job offer from a Canadian employer can significantly increase your CRS score and improve your chances of being selected. A valid job offer under NOC 0, A, or B positions gives you an extra 50-200 points depending on the type of offer.
  3. Spouse or Common-Law Partner:
    If you are married or in a common-law relationship, your spouse’s language ability, education, and work experience can contribute additional points to your CRS score.
